The Manila Manifesto



This document reflects the attitudes and commitments of the participants to the 4th International Congress on AIDS in Asia and the Pacific. It acknowledges the commitments made by delegates during Satellite Meetings and Symposia of the Congress.


The participants of the 4th International AIDS Congress on AIDS in Asia and the Pacific held in Manila, Philippines on the 25th to 29th of October 1997, hereby proclaim the Manila Manifesto.


We realize that all people can be affected by HIV/AIDS;

That they should not be subjected to discrimination and stigma
That young people and women and marginalized populations are often forced into situations of significant risk through the persistence of social inequities, increasing their vulnerability to HIV infection.
That our countries face increased social and economic burden from HIV and AIDS
That people with HIV infection are central in the response to HIV/AIDS
That the health of people with HIV/AIDS is improved through appropriate medical management and traditional medicine
That responses to HIV/AIDS have worked in this region, often in the face of intolerance or prejudice.


We hereby resolve to:

Build a sustainable regional network of exchange and collaboration
Implement the International Guidelines on HIV/AIDS and Human Rights, and the Convention on the Rights of the Child
Increase the allocation of funds in national and local budgets through innovation and advocacy
Further identify, document and replicate our successful responses
Focus attention on vulnerability, risk and harm reduction relating to HIV/AIDS
Mainstream STD/HIV/AIDS into all reproductive health and family planning efforts
Undertake medical research focusing on cost effectiveness in medical management and laboratory testing
Develop a strategy for the sustainable provision of appropriate treatments and social support for all people infected with HIV
Abolish the sexual exploitation of children, youth and women
Implement the “Agenda for Action” of the First Satellite Symposium on Youth, Children and AIDS in Asia and the Pacific.


We resolve to pursue these resolutions in partnerships with government agencies, non-government organizations, people living with HIV/AIDS, research institutions and vulnerable communities.


Declared this 29th of October 1997, at the Philippine International Convention Center, Manila, Philippines, by Dr. Evelyn Grace Gacad on behalf of the delegates to the 4th International Congress on AIDS in Asia and the Pacific.
